According to the "2023 Human Development Index" report released on May 6, 2025, by the United Nations Development Programme (UNDP), Brazil has made significant progress in the human development ranking. Its global ranking has risen from 89th to 84th out of 193 countries and regions.
The Human Development Index (HDI) is a comprehensive indicator created by the United Nations to assess the long-term progress of countries in human development, primarily measuring health levels (life expectancy), educational levels (years of schooling), and living standards (GNI per capita). The index ranges from 0 to 1, with higher values indicating higher development levels.
According to the report, Brazil's HDI score in 2023 was 0.786, showing a 22.6% increase from 0.641 in 1990, categorizing Brazil as a "High Human Development" country. While this growth is the result of gradual accumulation, the improvement between 2022 and 2023 was particularly significant, mainly due to increases in per capita income and improvements in health levels. However, progress in the education sector remains slow.
It is noted that in the Latin American region, Brazil's HDI is slightly higher than the average for Latin America and the Caribbean (0.783). Among South American countries, Brazil ranks at a moderate level, below Chile, Argentina, Uruguay, Peru, and Colombia, but above Paraguay and Bolivia.
Globally, the average Human Development Index for 2023 was 0.756, representing a 0.53% increase from the previous year. European countries occupy the top six positions, including Iceland, Norway, Switzerland, Denmark, Germany, and Sweden. The lowest-ranking country is South Sudan in Africa.
The UNDP report emphasizes that the Human Development Index not only focuses on economic indicators but also emphasizes comprehensive human development, highlighting the crucial role of public policies in improving education quality, enhancing healthcare systems, and ensuring income equality. While Brazil has made progress in income and healthcare in recent years, more attention and investment are needed in the education sector.
