On June 9th, the government of the state of São Paulo issued an updated version of the bidding announcement for the Santos-Guarujá submarine tunnel project. The revised bidding announcement raises the investment amount for the future concession project to 6.8 billion Brazilian reais, which is 840 million reais higher than the initial estimate of 6 billion reais, and includes various adjustments in technical and operational aspects.
This modification includes updating the baseline dates for the contract, reevaluating the costs of materials such as concrete and dredging services. The bidding announcement also adjusts the risk allocation terms and introduces temporary solutions for the Guarujá's Outeirinhos port and railway station. These adjustments were made based on advice from international investors during a promotional investment event for the project held abroad by Brazil in April this year.
The bidding auction, initially scheduled for August 1st, has been postponed to September 5th to further refine the bidding proposals. The deadline for submitting bids is set for 10 a.m. on September 1st, and the official bidding event will take place at 4 p.m. on September 5th at the B3 stock exchange in São Paulo. The concession period for this submarine tunnel project is 30 years and will involve the construction, future operation, and maintenance of the tunnel transportation system.
This project has been included in Brazil's "Accelerated Growth Program" and will be the largest engineering project in the federal government's infrastructure development plan. The submarine tunnel is 1.5 kilometers long, with 870 meters underwater, featuring three lanes in each direction, a light rail channel, pedestrian walkways, and bicycle lanes. The project is expected to officially commence within this year.
Currently, the Brazilian consortium Marquise Infraestrutura with the Italian company WeBuild and China Communications Construction Company (CCCC) have confirmed their participation in the bidding activities for this project. The Brazilian Minister of Ports and Airports, Silveiro Costa Filho, has confirmed this information.
