The United Nations has announced that it will convene the "International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution" in June this year. Brazil and Senegal will co-chair one of the working groups, focusing on the theme of "Promoting Compliance with International Law to Achieve the Two-State Solution." This initiative underscores Brazil's influence in international affairs, particularly its active engagement in the Israel-Palestine issue.

According to the United Nations arrangements, a total of eight working groups will be established to promote the peaceful resolution of the Palestinian issue from various perspectives. The working group led by Brazil and Senegal will emphasize discussions on the "two-state solution" within the framework of international law, a plan that has long received broad support from the international community but has progressed slowly due to the escalation of the Israeli-Palestinian conflict.

The Brazilian Ministry of Foreign Affairs has stated that all United Nations member states are welcome to voluntarily participate in the discussions of the working groups, and the specific participating countries have not been finalized yet. In addition to sovereign nations, various UN agencies such as the UN Development Programme, UN Refugee Agency, World Bank, among others, will also send representatives to the conference. This open arrangement aims to build the broadest international consensus and lay the foundation for the formal meeting in June.

As per Zhongjin's understanding, Brazil's role as the chair of the working group aligns with its recent foreign policy direction. The Lula government has repeatedly called for a ceasefire between Israel and Palestine, supported conflict resolution through political negotiations, and criticized Israel's military actions in Gaza. In February 2024, Brazil pushed for a UN Security Council resolution calling for a ceasefire in Gaza, demonstrating its proactive stance on the Palestinian issue.

The potential for substantive progress at this United Nations conference largely depends on the stance of major powers. While the United States verbally supports the "two-state solution," it has often sided with Israel in UN votes; there are also divisions within the European Union. As Brazil, an emerging power, co-chairs a critical working group, it may seek to mediate between parties and promote a more inclusive dialogue.
