
The technology industry in São Paulo, Brazil, is experiencing rapid growth. In just the first half of 2025, 7,400 new companies related to the digital economy emerged, averaging over 1,200 new companies per month, which equates to approximately 40 new companies each day.
According to the Brazilian newspaper "O Estado de São Paulo," the development of tech companies directly impacts municipal finances. Over the past decade, tax revenues from tech companies have increased by 521%, rising from 1.04 billion Brazilian reals in 2014 to 6.48 billion Brazilian reals in 2024. In the first half of 2025 alone, this industry has already contributed 4.01 billion Brazilian reals in tax revenue, despite the average tax rate for most tech activities ranging between 2% to 5%.
The strategic initiatives of the São Paulo city government combine tax incentives, legal protections, and innovation support programs. According to the latest data from the São Paulo City Finance Department, the city currently has 360,200 tech companies, representing a growth of 63.5% from 220,000 companies in 2015. From 2021 to 2025, this number saw an increase of approximately 20%, rising from 299,600 to 360,200.

The growth of São Paulo's tech industry directly benefits from public policies established by the government to strengthen the entrepreneurial ecosystem. The city government, through the Ade Sampa agency under the Economic and Labor Development Bureau, invests in a range of acceleration programs that provide funding support, technical training, mentorship, shared workspaces, and connections with investors.
These initiatives cover areas such as the green economy, digital gaming, audiovisual industries, with a particular focus on assisting low-income youth in entering the innovation market. Some noteworthy projects include Vai Tec, which supports innovative enterprises in peripheral urban areas by providing funding support, workshops, and a six-month acceleration program; Green Sampa, focusing on sustainable and socially impactful solutions, offering residency and acceleration services; Sampa Games, supporting electronic game development and helping entrepreneurs integrate into the tech ecosystem; and Amplifica Cine, supporting the audiovisual industry chain by providing funding and mentorship to independent teams and production companies.
