On July 7th, the Mayor of Rio de Janeiro, Eduardo Paes, submitted a proposal to Brazilian President Lula suggesting that Rio be designated as the permanent headquarters city for the BRICS countries. Since its establishment in 2009, the BRICS cooperation mechanism has not had a fixed headquarters.

The Rio de Janeiro city government proposed the "Jockey Club Brasileiro" building in the city center to serve as the future headquarters for the BRICS countries. Designed by renowned architect Lúcio Costa, the building has a total area of 83,500 square meters.

The city government emphasized that becoming the permanent headquarters city for the BRICS countries would elevate Rio's status on the international diplomatic stage, increase the city's international visibility, enhance its global image, create job opportunities, and attract more foreign tourists and international investments. Mayor Paes stated that Rio is ready to host representatives of the BRICS member countries in the future and provide infrastructure suitable for hosting various meetings of the BRICS countries.

In a statement, the city government said, "Given the important role of the BRICS countries in promoting global governance reform and achieving more equitable development, Rio de Janeiro reaffirms its commitment to multilateralism and hopes to facilitate ongoing dialogue among member countries, promote cooperation among member countries, and translate theory into practical results."

The current Rio BRICS Leaders' Summit took place from July 6th to 7th, with representatives from 36 countries and around 4,000 participants in attendance. The BRICS countries are a cooperation mechanism composed of a series of emerging economies, with member countries accounting for 46% of the global population and 37% of the total global GDP. The BRICS group currently has 11 formal member countries, including Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia, Indonesia, and Iran.
