Brazilian Chamber of Deputies Speaker Hugo Motta stated in an interview with Brazilian media on August 14, 2025, that the Chamber of Deputies will prioritize the discussion and voting on the interim measure announced by the government on August 13, known as the "Sovereign Brazil" decree, aimed at addressing the impact of high tariffs imposed by the United States.

Motta emphasized, "The vote on this bill will certainly be a priority for Congress. We will not hesitate to unite with other branches of government to defend national sovereignty and protect Brazil's domestic industry, businesses, and jobs from the impact of high U.S. tariffs."

This new decree is Brazil's firm response to the 50% tariffs imposed by U.S. President Trump on certain Brazilian products. President Lula believes that safeguarding Brazil's national sovereignty is particularly crucial in these challenging times.

Motta pointed out, "Regardless of the differing ideologies of Brazilian political parties, leaders from all parties will fully support this decree aimed at assisting industries affected by tariffs to ensure its effective implementation and reduce the impact and losses caused by the 50% tariffs imposed by the U.S. on Brazilian products."

The Speaker of the Brazilian Chamber of Deputies also stressed, "Both myself and Senate President Davi Alcolumbre support President Lula's issuance of this interim measure to assist export companies impacted by U.S. tariffs."

Motta further stated that Congress has never ceased to fulfill its duty to address the "impact of high U.S. tariffs": "The Brazilian Reciprocity Law was passed through the collaboration of the Senate and the Chamber of Deputies. When necessary, Congress will unite to address unfair measures imposed by external actors that harm Brazil's economic interests."
