Brazil's Vice President and Minister of Industry and Trade, Geraldo Alckmin, stated on April 16 that the "Green Mobility and Innovation Plan" (Mover) is expected to save approximately 8 billion reais in fuel consumption for Brazil between 2027 and 2031. He noted that the plan will drive the development of automotive automation, positioning Brazil at the forefront of sustainable automotive manufacturing.

Alckmin made these remarks during an interview at the headquarters of the Ministry of Industry, Trade, and Services in Brasília. According to a decree signed by President Lula and officially published in the Federal Official Gazette on April 16, the plan sets gradually increasing mandatory performance efficiency and carbon dioxide emission reduction targets for light and heavy vehicles sold or imported in the Brazilian market.

Alckmin explained that the regulatory framework of the plan covers three main aspects: energy efficiency, vehicle recyclability, and safety. He also announced the financial incentive support amounts for the coming years: 38 billion reais in 2025 and 39 billion reais in 2026. He stated, "By 2028, the Brazilian automotive industry will receive 190 billion reais in incentive funds to enhance energy efficiency, benefiting consumers and society as a whole."

According to research by the Brazilian Ministry of Industry, the Green Mobility and Innovation Plan will result in a 12% reduction in Brazil's greenhouse gas carbon dioxide emissions. Recyclability is the plan's second major focus. Alckmin highlighted that Brazilian vehicles will achieve an 80% recyclability rate, covering surface parts such as interior, body shell, and wheels, as well as more complex components. This will extend the lifespan of automotive materials and reduce improper disposal practices. Automakers will need to establish corresponding recycling systems. In terms of vehicle safety, the decree plans to update existing safety standards and introduce new technologies. Alckmin stated that these changes will help "save more lives."

Furthermore, he revealed plans to sign a new presidential decree related to the "Green Industry Product Tax." This tax policy aims to incentivize the production and purchase of "green environmentally friendly vehicle models," promoting sustainable development in the Brazilian automotive market.
